Transparency of Fees in HOAs/Community Management

It is one of my pet peeves that property management companies generally do not publish or promote their fees or the percentage of the rents they intend to charge owners. Many property management companies charge whatever they can on a customer to customer basis, and know that these clients will never cross paths and compare their costs. Although this is evident for the management of single family homes, condos and multi-unit properties, it is particularly bad for homeowner associations and communities. For these groups, whose decisions are typically made by a Board of Directors, a property management company will create a "Proposal for Services". How they determine the monthly fee is anyone's guess, but the goal is to charge $15 a unit and if the dues are lower than $100 a month, whatever they can get. I think pricing should be far more transparent. Just like our management of single family homes, condos and multi-unit, where we charge a flat percentage based on the type of property and expected rent, we will charge a flat percentage of the monthly dues collected(14%) or a flat fee per unit ($14) - whichever is less. So if we manage an association of 100 homes with monthly dues of $200, it would be either $1,400 or $2,800, so the lower fee of $1,400 would apply ($14 per home). It should be easy to compare companies and understand how their fees are calculated. Customers want to pay the same for the same service provided to another customer, and I hope new pricing strategy rectifies this situation.
